Not sure why anyone should be concerned. Russia has no industrial or technological capacity to replicate ASML devices anyway, nor does it have money to poach their engineers.
It is China that should be a concern, but with that one, little can be done because they can just simply poach people if need be, having almost bottomless cash reserves to throw on a problem. No engineer however patriotic will be able to resist a billion dollar sign-up bonus.
